Grinding wheels should be the choice for carbon steel. They will remove the weld seam quickly and since the appearance of scratches are not such an issue compared to stainless steel, are ideal for this operation. Typically, in the spectrum of 5 to 35 degrees to the horizontal (depending on the grinding wheel used) should be the target.

It's to tighten up the structure a bit. Avoid stitch welding corners. They are stiff enough and if you do that, you'll make something like this TOO stiff. For a street car that might get curbed again, if you went a little nuts and welded the whole thing, blasting even the corners togethe, your frame will get tweaked, too.

In either case, the material removal procedure should leave behind a smooth, regular surface. Preheating, maintaining uniform temperature throughout the casting during the welding procedure, and post-heating with controlled cooling are critical for a successful weld repair. Once successfully welded, the finish machining process can be carried out.

Technical - Welding help | The H.A.M.B.

If you do use a torch to re-melt, or just bring a MIG weld to cherry red and allow it to cool, it will become soft, and easy to hammer and grind. Still the same wire, but a slow heating and cooling cycle anneals the weld bead. You would want to grind the mig weld almost flat before heating the metal and hammering.
